Randall Russell, 20, of Fairfield, was arrested about 3:50 a.m. July 25 on charges of possession of marijuana and drug paraphernalia.
Russell was pulled over for a traffic violation and asked to perform field sobriety tests after the officer detected an odor of alcohol on his breath. Russell passed the tests, but was unable to find documents for his vehicle.
The officer searched the car for the paperwork and allegedly discovered a pipe containing marijuana and two baggies containing marijuana.
Russell was released on a promise to appear Aug. 4 in Norwalk Superior Court.
