Solution to rolling calls lies inside cell phones

The legislators as well as the press are both pathetically misinformed in that neither can even mention the problem of cell phones in moving cars except in terms of enforcement! Why is that -- ignorance, or the ineptitude to never ask if there is another way?

Just once I'd like a reporter to inquire about the cost and time it would take to make a cell phone conversations in a moving vehicle impossible! Yes, just impossible! Nobody breaks the law because nobody can!

It's perfectly feasible, get on it, and report about it. The same old mantra only about illegal and fines is juvenile.

The same mandated technology that enables a cell phone caller's location to be determined, can also measure the speed of every caller! Voila! Require that if moving above walking speed, the call must be cut off! Require the RFQ to go out to get it implemented. Then decide how much time to give providers to implement.
