United Illuminating reported 13,000 outages at the height of the onslaught, but was down to fewer than 4,000 by Monday afternoon. Most of the outages were concentrated in coastal Fairfield County, including Fairfield where 3,325 customers still had no power Monday afternoon and some faced the prospect of two to three more days with service.
