HARTFORD (AP) -- A new highway and traffic survey says nearly 90 percent of Connecticut motorists are using their seat beats, a statistic Gov. M. Jodi Rell says is an all-time high for the state.

Rell announced Sunday that a National Highway Traffic Safety Administration poll found 88 percent of state drivers and vehicle passengers use their seat beats. This year's result is a two percent increase from last year and up from 59 percent in the state's first survey of motorists in 1995.

Rell credits the increase in safety belt use to the state's "Click it or Ticket" campaign, a seat belt enforcement initiative.
